English as a Second Language (ESL) Entrepreneurship Training Program
Proposed ESL Entrepreneurship Program – “15 Steps to Run a Successful Business”
The GDHCC proposed and got approved by the Dallas County Community College District in 2017 to deliver an ESL Entrepreneurship Program that is designed to help Spanish speaking entrepreneurs learn the fundamental steps associated with starting a business, as well as provide an overview on running a business in the U.S. that maintains compliance with laws, regulations, permits, etc.
Objectives
Spanish speaking entrepreneurs will learn:
* How to reduce financial risks
* Avoid making mistakes related to IRS and labor regulations
* Register their business correctly by understanding different types of legal structures
* Protect themselves with the proper contracts, agreements, and insurance
* Develop English proficiency by learning business terminology to communicate more effectively with different markets.
* Understand banking system and different options for business financing
* Business Certifications
* Best practices by industry
* Introduction to QuickBooks

Gulf Region Small Business Transportation Resource Center (SBTRC)
The Gulf Region Small Business Transportation Resource Center (SBTRC) is one of twelve regional field offices of the U.S. Department of Transportation's Office of Small and Disadvantaged Business Utilization (OSDBU). We provide services to DBEs and other small businesses in the civil transportation industry in the states of Texas, Louisiana, Oklahoma and New Mexico. The Gulf Region SBTRC is operated by the Greater Dallas Hispanic Chamber of Commerce through a Cooperative Agreement with the U.S. DOT/OSDBU.

These services are designed to assist small and disadvantaged businesses build their business capacity so that they can become competitive when bidding for contracts at the local or state level that contain federal transportation dollars.
Bonding and Access to Capital Program
A key capacity-building program of the Gulf Region SBTRC is the Bonding and Access to Capital Program (BACP). The BACP provides bond readiness assistance to contractors in the civil transportation industry. Businesses seeking bonding for the first time or businesses seeking to increase their bonding capacity are guided through the bonding process. The BACP has two components: (1) comprehensive set of all-inclusive business capacity-building workshops, and (2) one-on-one technical assistance with Gulf Region SBTRC staff, surety bond producers and other professionals to assess and address what businesses need to increase their business capacity so that they can acquire bonding for the first time or increase their bonding capacity. This program is for DBEs and other small businesses in the civil transportation industry. Bonding is a key barrier to contractors being able to bid on transportation-related projects containing federal transportation dollars. By eliminating this barrier, by obtaining bonding or increasing bonding capacity, contractors are able to bid on these projects. The BACP is a proven program with a track record of success for DBEs and other contractors. $136,000,000 in bonding capacity – that is the amount that contractors who have successfully completed the BACP have obtained in bonding.
