Changes to Parkland Financial Assistance Program
Effective Sunday, July 1, Parkland will change the eligibility requirement for the Parkland Financial Assistance (PFA) program to improve indigent residents’ access to care. Along with improving access, the program also guides patients to the most appropriate setting in which to receive their care.

The most significant changes are the eligibility requirement, which moves from 200 percent to 250 percent of the Federal Poverty Income Level (FPIL) with sliding scale payment requirements so that more Dallas County residents would benefit from the program, as well as the implementation of a Self-pay Charity Discount program. The change in eligibility will create a more realistic payment process in which more coverage will be eligible for state/federal reimbursement.

For those patients who do not qualify for a funding source and remain as a self-pay patient, Parkland will now offer them a discount to pay for their medically necessary services. The level of discount will be based on the patient’s FPIL, Dallas County residency status and type of visit (emergent v. non-emergent). The discount ranges from 65 percent – 90 percent, and is capped for emergency services.
